what is the special features of this when compared to oracle personal edition 9i

Hi, i am new in oracle spatial too, maybe we can sharing about that together, please inform me if you know a lot about oracle spatial, bcauze i want to develop a geographic information system (GIS) that consist oracle spatial, oracle developer, and oracle database, so if i understand oracle spatial, wow my project will complete.
