Capture and propagate working, but applying process do nothing. No errors. In Enterprise Manager Console I see "broken database link".

Recreate the database link.
if apply object fails to apply
then drop the apply object and recreate.
a)add supplymental log etc at the source
b)apply hextoraw(16) from the sql prompt at target.
