Hello!
Only a question. Not why isn't DUL available, but why isn't it available for free?
I can't find any acceptable reason.
Ok. As Kurt Van Meerbeeck, introducing his exciting unloader alternative (jDUL, DUDE), mentioned "It can be considered as a hacking tool".
But I think you're lost if you depend on Oracle's guard over DUL if your files in bad hands...

Hi,
Probably because DUL does dirty reads (it assumes that all transactions are committed). One should only use it after accepting that some data can be corrupted/ inconsistent after recovery.
