Hi,
If u have selected for a typical type of installation then oracle will automatically create a test database.
Otherwise if u want create u r own database thru command line prompt than u can give the command create database.

I am not able to understand u r problem.
After typical installation the database is ready for use.
if u r located in mumbai u can call me at 28290019 extn 1423
