I am not sure about this...but what you can do is
import the scheme in which the procedure lies and import with rows=n for table. This way you can import the procedure and tables w/o data.

Do an export with ROWS=N and an import with SHOW=Y LOG=logfilename. This will give you an ascii file and you can extract the procedures or whatever object you need and run it in the new schema. Do a "exp help=y or imp help=y".
