I have my database(8i) on a Windows NT machine,but on my client machine (Windows 98) when I try to connect via sqlplus (user/password@connect_string) I have TNS-12545 message (Connect failed
because target host or object does not exist )until I restart the listener on the server however the tnsping command(tnsping connect_string) works.Please help.

Make sure LSNRCTL service is startted AUTOMATICALY
