these groups basically as the "dba" group.
If your user who logs in as dba group has both(osoper and osdba privileges).
Two special operating system roles control database administrator logins when using operating system authentication: OSOPER and OSDBA.
OSOPER
Permits the user to perform STARTUP, SHUTDOWN, ALTER DATABASE OPEN/MOUNT, ALTER DATABASE BACKUP, ARCHIVE LOG, and RECOVER, and includes the
RESTRICTED SESSION privilege.
OSDBA
Contains all system privileges with ADMIN OPTION, and the OSOPER role; permits CREATE DATABASE and time-based recovery.
For using this role, you have a os group osoper or osdba.
Your user should be assigned this groups.
