Dear Friends,
Greetings !
I am totally new to Oracle products. Just started learning.
First Question: Can we compile oracle forms into exe like other tools i.e. PowerBuilder, Delphi, etc. ?
If not what should I do to deploy forms and db to end user ?

No, it's not possible to compile a FMB (forms builder source (ForMs Binary) or FMX (ForMs eXecutable) to an EXE.
Forms 9i and 10g are 3-tier, which means that the end user connects to your IAS (application server) and Forms Server and he/she runs your application through a web browser (running a Java JRE or Oracle's proprietary JInitiator)...
Prior versions ran 2-tier (client/server). In that situation, each client had to have a Forms Runtime client installed.
