OMS is an oracle tool tha let you implement Oracle Enterprise Manager and som other tools to administrate your databases in a gui interface.
Essentialy, it consists of an oracle database like acts as a repository, where you connect to in order to administrate your databases.
I mean, all your databases must be registered into this repository database, so, you can monitor them and do your daily administration.
It is a bit complicated to install, setup and configure an Oracle Management Server.
Hope this clarifies your problem.
