Hi,
SCN stands for System Change Number and it get incremented whenever the transaction commits. This number is used by oracle for many aspects like to provide read consistency, for recovery etc.
Checkpoint is an event which flush the dirty buffers to disk and that time also it catch and record the current SCN which is known as checkpoint SCN. For info refer oracle doc.
