Hi,
What is the size of your shared pool. There can be multiple causes for ORA-4031 but in your case it seems that you have not assigned enough space to your shared pool.
Just give us the details of your memory allocation so that we can decide.

Hi,
Check parameter control_files in your startup file, and verify all the files mentioned in that parameter are persent in your system. If not then shutdown the database and copy any available file to all the destinations.
