I encountered this message in the dbnmpwd.log "Unable to initialize UQFailed while initializing user subsystem" when I am trying to start the agent using agentctl start.

SNMPMasterAgent is started. Most services of oracle is started.

The agent service keeps giving error to start.

Please advise
