Hi,

A user must have the "CREATE PROCEDURE" or "CREATE ANY PROCEDURE" privilege (or a role with one of these privileges granted to it) before that user can create procedures, functions and packages. Look at this example:

SQL> GRANT create procedure TO scott;

Grant succeeded.

SQL> SELECT grantee, privilege FROM dba_sys_privs
  2  WHERE grantee = 'SCOTT';

GRANTEE                        PRIVILEGE
------------------------------ ----------------------------------------
SCOTT                          CREATE PROCEDURE

Best regards.

Frank
