Hi,
Can anyone explain me when SCN get generated in DB. I mean is it get generated after COMMIT or after every SQL STATEMENT.

Hi,
Whenever a transaction COMMITs, Oracle assigns a System Change Number (SCN) to the transaction. However, please note that there are many other database events (and SELECT is not one of them) that also increments the SCN.
Execute the following SQL statement to see your database's current SCN value:
SQL> select dbms_flashback.get_system_change_number from dual;
