Hi all.
--> What should I do if the DB_LINK is not active?
How do I activate it?

go thru Initorcl.ora parameter file and set 1 parameter ie global_names = FALSE(Default is TRUE and default is commented hope so)
also uncommented following parameter(if commented)
db_domain = us.com
and check for DB Link is Active Now
