Two different instances can access one database in same machine if it can then can you give some idea how to setup

Muhammad,
Normally, a database is mounted by one instance only.

For multiple instances mounting a shared database,have a look at the following FAQ , for a discussion about Real Application clusters(RAC):

Parallel server can access the same database with two or more instances. But I think you need parallel server license in order to implement it.
