Dear Experts,
Do we need to install APex and Oracle 11 G locally on Hard Disk or it will work without installation of APEX and DB for Development purposes ..

Very Sorry for incomplete Question, "it" meaning Oracle apex can work without installing on local computer hard disk for development purposes...

You can't install Apex without a database. Apex is just another schema in an Oracle database, it is not a "standalone" product.

If you install Oracle 11gXE, you'll get Apex (I think 4.0) along with it, so you can upgrade it to a more recent version, up to 20.2. Higher versions require Oracle 12c (unless I'm wrong).

On the other hand, if you install a more recent database version (e.g. Oracle 21cXE), you will NOT get Apex along with it, so you'll have to install it separately. How? Download version you want, follow the Installation Guide and - if you do everything it says - it'll work.
