You can't install Apex without a database. Apex is just another schema in an Oracle database, it is not a "standalone" product.
If you install Oracle 11gXE, you'll get Apex (I think 4.0) along with it, so you can upgrade it to a more recent version, up to 20.2. Higher versions require Oracle 12c (unless I'm wrong).
On the other hand, if you install a more recent database version (e.g. Oracle 21cXE), you will NOT get Apex along with it, so you'll have to install it separately. How? Download version you want, follow the Installation Guide and - if you do everything it says - it'll work.
