Library webutil cannot be found [message #682790]

We are migrating our server environment to a new Oracle 12c configuration.
when we run a report, it works but that error message is displayed. We checked report, removed all libraries and recompiled; but error message still appears.
I suppose there's something wrong in our configuration files, but I dont know what. please help, thanks

The way I see it, you should install Webutil. Here's how; it is a document named

How to Configure Webutil in Forms 12c (Doc ID 2070183.1)

which applies to
- Oracle Forms - Version 12.2.1.3.0 and later
- Oracle Reports Developer - Version 12.2.1.0.0 to 12.2.1.0.0 [Release 12c]
