how to non-navigable current Record record in tab from and other record in block navigable using check box .

Your English is not clear. Then, your question is not clear too.
I guess, For the check box You may need to start from here , then try to use Visual attributes possibly for multi records because oracle forms cant't do this for tabular form. As far as i know, you can use
disable only the whole column not the row in oracle form tabular Here you can start to recognize the concept of disable the columns or the rows as a whole for a specific item
