Your question sounds like you have a very naive expectation of what it takes to become an "expert" in SQL . . . or anything else for that matter.
You can/should install Oracle XE (it's free) on your personal computer, so as to have a database on which to practice. There are many books avalable on Amazon, and these look particularly promising:

But eventually, the only way to become truly "expert" is to put in the time as a working applications developer. And even that is no guarantee if you do not approach the job with an inquisitive mind, curious to explore options, etc. I've known people who have been in this business for 20 years and have 20 year's worth of experience. I've also known people who have been in this business for 20 years and only have one year of experience ... repeated 20 times.
