Hello friends
Starting and stoping weblogic stuff eg report server,form server, has angered my clients and they want to stick to Dev6i
My question is, can dev 6i connect to database 12C even after changing the character set to 'WE8MSWIN1252'?

Maybe. Have you tried it?
Is it guaranteed to work - no.
Will oracle help you out if there are any issues - no.
Are you going to have to test the whole system very thoroughly - yes.
You'd be far better off addressing the weblogic stuff - what it the problem with that?
Why has it angered the clients?

the problem is,
Most of my clients are running stand alone systems (laptop or desktop).Now when telling them to switch on report server,form server,Nodemanager,OHs1,weblogic, etc..they find it annoying! and also most of their machines runs slow when install weblogic.

You cannot seriously suggest installing all that on each laptop: the licence cost would be insane. Or are they installing all that illegally? You need one FMW installation nothing needed on the client machines other than a vrowser.
