Dear Sir,
I am very new in this forum.
I need to develop a process for my company to send messages like "Dear Mr. Sujon, your roll no is 25000, exam date of 15 dec 2018." Individual information to individual numbers from my table.
I would be very much grateful if someone can kindly help me to show the step by step process and necessary systems & equipment.

Every cell phone service provider will have an email-to-SMS gateway facility. Well, I say "every" but it is possible that some still don't. If you ask your service provider, they should be able to give you details of how to use it and what the charges are, then you can send the SMSs by using utl_mail or utl_smtp exaclty as you send any other email.
