Yikes...still? And no modern version of Forms or running on a real O/S like unix or linux?
Heck, we used forms 6i well after it's death, but that is because some people felt more comfortable in a client/server development environment, but we would just convert them to 11g or 12c and compile them in that version for running the application. Yeah, those developers would not be able to take advantage of the new features, but stubborn people have to live with those consequences.
Please note that Forms 6i will not operate against a database with the modern character sets like AL32UTF8, so you're going to have to move off it eventually or be stuck in unsupported versions of the database too.

Forms is modified using 11gR2 WIndows Form Builder.
