Opening a new topic won't help much, so - as we've already begun the discussion here, I merged those two topics.
PDF you attached doesn't show the watermark itself, but a field. Is it a field? It should NOT be a field, especially not with "&<WATER_MARK>" in it. In Paper Layout Editor, choose the text tool and start typing, literally "&WATER_MARK" (as that's how you named the formula column).
