There are certainly people here who can design your database and application, but you will have to provide a lot more information before anyone can give you a quotation. Have you already produced the invitation to tender documents, or do you need assistance with that as well?

To re-iterate what John just said - what you asking for will not be provided for you for free on a internet forum. It's too much work.
If you want some-one to do that a big a job for you you are going to have to find a contractor/company and pay them.

Stating that you want (I assume won't is a typo) database and forms in response to John's post isn't going to get you anywhere.
