I want to generate and load text files through my forms11g application, I heard that I want to configure web utility.
I got the procedure/steps for web utility configuration now I need sample code for text files generation/loading.

What in your mind does generate and load text files mean? It is way too broad a question. For example, to me, load text files mean to use SQL*Loader or External Tables to get some sort of delimited data into an Oracle table. Generating text files to me means to run a SQL script that will create output, possibly with UTL_FILE. Neither of these involves Forms.
