You need to install more than just a local Weblogic like in 11g. You need a full-blown installation of Weblogic, and that is no easy task.
However, you can install a stand alone version for forms 12c, in which case you can develop forms and compile, but cannot run locally. I am currently doing this as I could not get the full-blown installation to work.
You'll need to copy up the .fmb files to the application server and compile them there.
