If your PC is new, I would expect it to be running 64 bit Windows 10 (why would you buy something as old as 7?) and I think you may have trouble running Forms 6i and database 8 on that. Particularly as you probably have only old 32 bit versions. You'll need to install WebLogic (which they call Fusion Middleware Infrastructure nowadays) and then Forms and Reports 12.2, and a 12.1 database. I think there may be a cut down "standalone" Forms you can use just for development.
Alternatively, if you don't want to join the twenty first century, you could use VirtualBox to create a 32 bit Windows XP guest VM and run your old software in that.
