Where can I find this books-

Troubleshooting Oracle Performance (Expert's Voice in Oracle)
and Oracle Tuning: The Definitive Reference (Oracle In-Focus series)
but free download?

I would hope that you can't find them as a free download, because that would be illegal. If you do find them anywhere, you should report the site to the publisher who will issue a DMCA request to get it taken down.

The book on troubleshooting is excellent, but the cost makes me think different

You can buy the used book from 13.87$. Jonathan Lewis and Thomas Kyte was 2 persons I've loved many time ago when I came to DBA job
