Hi,

In process Region after validation i tryed to launch an External url, but i have always http://xx.xxx7.xxx.xxx:8080/apex/wwv_flow.accept

How could i launch my URL after validation

It would help if you described HOW you did that (and post some code).

In the meantime, I'd try with
1) validation
2) branch (which would open the URL if validation succeeds)

you can use below function for external URL creation using branch.

window.open('f?p=APP_ID','_blank');
