SOE Report [message #644040]

Hello,
I have implement HR in a VM R12.
I created payroll and its elements and make a quick pay for an employee.
When I want to see the SOE report it gave me a message " This function is not available to this responsibility ".

How can I solve this error.

Try adding Custom top entry in default.env
