You can also search the Forms Help (Ctrl + H, Search tab) on WebUtil. Checkout the following Help Topics:

WebUtil User's Guide 10g
Introduction to WebUtil
Functions in WebUtil
Using WebUtil in Your Appliations
Configuring WebUtil
Runtime Setup Checklist

The first 4 topics just give you information about WebUtil and how to use it. The last two topics walk your through the configuration so you can implement Webutil in your Forms application. Make sure you print the Runtime Setup Checklist and follow each step!
