PL/SQL Developer (by Allround Automations) has a nice import feature called "Text Importer" which will allow me to import data from a Text File (csv) into an Oracle Table.

Does Oracle SQL Developer have a feature like this?
If so, where can I find it?
I know it has to be there, but just buried under some naming convention that I do not recognize.

Yes, right click on your table, choose the Import offering.

You can use delimited text files and Excel files for the import.
