I installed Oracle database 10G, Oracle forms and reports, no problem.
I installed Webutil following Oracle instructions and when I try to run Webutil_demo, all I get is a blank screen with a message at the bottom:
"Waiting for http://virtualxp-28481:8889/Forms/frmservlet..."
At the top it shows"
"http:\\virtualxp-28481:8889/forms/frmservlet" with a spinning circle
It runs like this until I stop the process.
If I go back and try to run a form that was working with out Webutil, all I get is a message at the top showing Connecting..., with the spinning circle.
This also runs until stop the process.

Does this mean your Windows 7 Pro is 64-bit? How much RAM Memory do you have installed and how much did you allocate to your MS Virtual PC instance? If you only allocated 1gb of Ram to your Virtual PC instance, you won't have enough. You need at least 2gb, if not greater - depending on the amount of RAM install, of course.
BTW, you can install the 32-bit version of the Oracle Developer Suite (ODS) 10g R2 on Windows 7 64-bit. I ran it for a couple of years before upgrading to Oracle Fusion Middleware (FMw) 11g R2. There are specific steps to installing in order for it to work correctly. Specifically,
1. The Oracle installer does not recognize "System Managed" virtual memory so you must temporarily alter Windows and set a specific Min and Max Virtual Memory settings. Typically a Min of 1024mb and Max of 3096mb should be sufficient for the installation. After the installation is complete, change your VM settings back to System Managed.
2. The Oracle Installer checks for specific versions of the Windows OS. Since Windows 7 is version 6.0, the install will fail. You must run the installer in "Compatibility Mode" for Windows XP Service Pack 3. This instructs Windows to tell the installer that the Windows version is 5.3 instead of 6.0. To set the compatibility mode - right-click on the Installer and select Properties. The click the Compatibility Tab and check the Compatibility Mode checkbox and select Windows XP sp3. Don't close the properties yet...
3. The Oracle installer must be installed with an account that has Administrator privileges. Because of the Windows User Account Control (UAC) all application execute as Standard User. Therefore, you must right-click on the installer and select the Compatibility tab and check the "Run as Administrator" checkbox.
Now you can close the properties and run the Installer.
