Yes if you know how to install and use Windows 7 and Windows 8 in a single machine and these are supported editions of Windows for the Oracle products you want to install.

Oracle 10g is obsoleted, no longer supported and never certified on Windows 8.
So if/when you have any problems You're On Your Own (YOYO)!

What problem are you trying to solve? Why would every operating system account use its own database?

Do you plan to create a dual-boot machine? It would enable you to run those two databases one by one (but not simultaneously).

However, if you install one database on, say, Windows 8 (which will be a "host" operating system), you could also install a virtual machine which would run under Windows 7 (a "guest" operating system) and install another database on it. Doing so, you could use both databases at the same time, each on its own operating system.
