Hello,
I have been struggling with this TNS error and can't seem to figure out how to fix it. I have an Oracle 8i Database on my laptop and when trying to connect to it through sql plus, I get this error:
ORA-12500: TNS:listener failed to start a dedicated server process
So when I go to lsnrctl>services I get:
Services Summary...
testdb1 has 1 service handler(s)
DEDICATED SERVER established:0 refused:1

If anyone has any ideas of what I can do to fix this, I appreciate it

try to increase
the value of processes in your init< sid >.ora
and
also try to kill unwanted process that are running in machine.
if both of these are not helping, we need to look inot OTRACE.
