The company I work for is now offering a cloud service where we can host your APEX applications. It is not expensive:
APEX hosting, $50 package
Of course, we hope that customers will be interested in buying some extras (application development, tuning, training, and everything else)

Update:
we have moved some customers to APEX 5 already.
The only problem has been applying the April PSU, which I think may have a bug to do with Optimizer Dynmamic Sampling. With it set to 11, we were getting ora-07445s on some modal windows. This did affect one customer, until I fixed it by bringing the sampling down to 2. We have a TAR open on this, I would be interested to know if anyone else has had a similar experience.
