Is this posiible to change the language run time.
like i have text box with lable Name when i pres the button for Arabic...name is wrote in arabic and when i press english button it shuld change in english ....?

If you write some code to change the label and have the translations stored somewhere - sure.
There's no inbuilt functionality in oracle to change the language of your data (and for this purpose labels etc count as your data).
Changing the language in oracle only affects dates and error messages.
