Is there any way to tell if a users account has ever been used. For example say a user was created over a month ago how can i tell if anyone has ever logged into it. I've looked at v$session and dba_users but these views don't help.

unless u enable auditing u cannot trace that.
but you can find, when the user has done any DDL from dba_objects.last_ddl_time.
other workaround is to look into listener.ora 
it may have entries for every user logged in.
