Already we have oracle 10g license If we switch over to oracle 11g we want to buy new license or we can upgrade to 11g . what is rate difference between this two

There's no charge if you have a support contract. If you do not, you'll have to buy new licences.
For this sort of thing you really need to to talk to an Oracle sales droid or to an Oracle partner. Remember that the Oracle people are not always very good at minimizing licence costs: some partners (such as the one I work for) try hard to do this.
