Isn't an sms message just an email to a phone? Emailing in Oracle is fairly academic as long as it is configured correctly.

Pardon my ignorance, but I do not use smart phones. Being in the tech filed, I know, it sounds contrary, but I hate the fact that every single person is looking down at some device in their hands texting, emailing and playing games.

Email is usually the easiest way. Most cell net service providers offer an email to SMS gateway. If yours doesn't, you can buy one (or even find a shareware version) and run it yourself.
