That really has nothing to do with Forms or even Oracle. Maybe post in a Windows forum. I changed icons pictures back in Windows 95. I have never seen a need to since then. It is probably done the same way, by going to properties of the icon.

@Little foot.Thank you very much for such a great help.You know some of us needs an expert even to plug in a bulb.
@Littlefoot. Why do form builder exit when I compile a form after I have attached a calendar?When I compile a form without an attached calendar it goes ok. Please help.

I suspect that the reason is running Forms 6i on Windows 7. This combination was never certified; true, most of the time people use it successfully, but sometimes something fails (just like compiling a form with attached calendar). I'm sorry, but I don't have a solution.
Personally, I have installed Virtual Box, put Windows XP onto it and run my Developer Suite on a virtual machine, thus using a certified combination of Oracle software and operating system.
