The first step is to modify Data Model layout. You can do that either by removing everything you have and start from scratch, but this time choosing correct layout (i.e. group instead of tabular). Wizard will later ask you which fields are group fields. Another option is to extract group fields from current group (click and drag out).
As of paper layout: if you are experienced Reports user, you can do it manually - you'll have to create group frames and make sure that they are placed at background (i.e. that they contain all other objects). Then relocate group fields into newly created (repeating) frame. You'll have to use flex & confine ON/OFF during that because you won't be able to move fields out of current frame, or moving fields will cause current layout to resize, etc.
A simpler option is to delete current paper layout and let wizard create it. It will be ugly, but fully functional. Then it is a matter of patience to set every field to its place. Flex & confine will be used again.
