You must be aware of the fact that Forms 6i is out of support for quite a while now. The last MS Windows version it was certified with was XP. Things are getting worse and worse with every new operating system release. There are problems in running Forms 6i applications on Windows 7; expect more of them on Windows 8.
I don't know what you should do with this specific problem. If your computer is powerful enough (at least 2 cores CPU, 4 GB RAM), install virtual machine, put XP onto it, install Developer Suite 6i and enjoy.
Consider upgrading Oracle software you use (just as you seem to be upgrading operating system).
