Looking to build an adhoc reporting tool based on Oracle 11g data warehouse. What Oracle tools can be used to build the metadata or semantic layer for the front end application?

Why do you want to reinvent the wheel when existing clients already exist?
Any Oracle client can issue SELECT against Oracle DB.
What are the specific requirements for the desired tool?
