Hi
I keep receiving ORA-27101 with ORA-01034 after I tried connect to database on
server .

I use Oracle 11 g on Win2007 server .

Is it actually legal to use 11.x in Iran?

Yes . That is My error !
Please send any help for startup My DataBase .

In Iran we use 11.X and any software !!!!!!

Of course a thief can use what has been stolen, but this does not make it legal.
