I wonder if there is any charges for using an Oracle Database for testing and developing for a student/developer ?
Its not about using the database commercial, only developing.

You can ALWAYS download and do development/testing for FREE. When you go in production, which I doubt you will as mentioned, then you need an license service agreement where you pay big bucks to Oracle.
