Hi All,
We are in a process of moving from individual servers to virtual.
We have cloned the production (working) servers, every line of configuration is same, OS same, Forms same, but the current servers work not the virtual. We have changed the IP and Ports on the virtual.
When we log on to the application all we can see is the "Welcome Screen" no errors.
the URL is http://abcde.fghi.state.de.us:83/forms/frmservlet
on the Tab it says "Welcome to Oracle Application server Forms services"
At the console it says "Done"

Did you adjust browser settings (such as allow active contents to run on My Computer)?

If it works with the current setup it should work with the virtual, same computer

The issue is resolved, the application was using Default config, changed it and now it is working properly, Don't why it was using that when the virtual was an exact copy.
But thanks to all who viewed and replied.
