hi,
we need to migrate from oracle 10g to oracle 11g . As of now the server for 10g with linux Operating system is more than 10 yrs old and i heard that we need to buy a new server.
I would like to know where to get information about required server configuration with latest linux version and the cost of the servers, linux os. Also what would be the cost of oracle 11g 2 users.
This information would be of great help for me to put up proposal for getting sanction.

All the licence costs are here, http://shop.oracle.com you can buy direct or through a partner (such as the people I work for ) Your cheapest option will be Standard Edition 1, 5 users at USD150 each, Unless you can work within the limits of Express Edition which is licence free.
--update: the price for SE1 NU+ is USD180, not USD150. Sorry about that.

License costs are usually negotiable with a re-seller, who can also help advise on server configuration. Cost of Linux is negligible. Purchase cost is 0.00 USD, and support license is is less than the cost of one business luncheon.
You really need to be talking to Oracle marketing or an approved reseller. You are not going to be able to get what you need by simply querying a forum.
