hi,
i wuold like to know how to kill inactive processes in 8i database,what is the query used to see the inactive processes.

That would be a query against the V$SESSION view:
SQL> select sid, serial#, username, status from v$session;
SID SERIAL# USERNAME STATUS
---------- ---------- ------------------------------ --------
1 1 ACTIVE
2 1 ACTIVE
3 1 ACTIVE
4 1 ACTIVE
5 1 ACTIVE
6 1 ACTIVE
30 2969 SYSTEM INACTIVE
54 62514 MARIK INACTIVE
74 53375 SYSTEM ACTIVE
86 60034 MARIK INACTIVE
10 rows selected.
